伏季休渔，是经国家有关部门批准、由渔业行政主管部门组织实施的保护海洋渔业资源的一种制度。它规定某些作业在每年的一定时间、一定水域不得从事捕捞作业。因该制度所确定的休渔时间处于每年的三伏季节，所以又称伏季休渔。

The summer season fish moratorium is a system approved by the state authorities concerned and implemented by the competent administrative authorities for fishing with a view to protecting the marine fishery resources. It specifies that fishing operations are not allowed within a specified period and waters each year. Since the fish moratorium confirmed in this system is in summer of each year, it is called the fish moratorium in summer season.
