包产到户，包干到户是中国农村家庭联产承包责任制的主要形式，由安徽省凤阳县小岗村的十八个农户最先开始实行的。农村集体经济组织在坚持生产资料公有制，坚持统一计划、统一经营、统一核算、统一分配的条件下，把耕地农作物和某些畜牧业、养殖业和副业生产任务承包给农户负责，实行超产奖励减产赔偿的一种做法。

The "work and production contracted to households", as the main form of the Household Contract Responsibility System in rural China, was first implemented in 18 households in Xiaogang Village, Fengyang County, Anhui Province. This is a practice where the collective economic organizations in rural areas contract the production of crops, some husbandry and cultivation industry, and sideline to the agricultural households the implementation of the system of rewards for excess production and compensation for production reduction in sticking to the public ownership of means of production, and in the conditions of uniform planning, operation, calculation and distribution.
